IE8 Crystal Report Runtime 13.0.4

I installed Crystal Report Runtime 13.0.4 to two PCs,  one with IE8, another with IE11.

Both PCs can view and print report from browser.  However, only IE11 can show "Crystal Report Print Control 13.0" in "Manage Add-Ons".  IE8 CANNOT show this info.  Why?  And how to make IE8 can show up "Crystal Report Print Control 13.0" in "Manage Add-Ons"?
