After Time Cut-off date - New joinees payroll should not be processed

Dear Mentors,

Our client has a requirement where the Time data cut-off date is from 21^st to 20^th every month (Eg. Time data Cut off for month January 2016 will be from 21^st Dec 2015 to 20^th Jan 2016). However, the payroll period is from 1^st to 31^st of every month i.e. for January 2016 Payroll period is 1^st Jan to 31^st Jan.

Now, if an employee joins on 21^st to end of month then we don’t want to run his/her payroll for that particular month (Eg. January 2016) and it should run in the month of February 2016. Thus, can anyone let me know if there is any internal configuration in Payroll that needs to be maintained?

NOTE: We have already suggested the solution of Employee locking in PU03 and client is not fine with the same. Their requirement is that when a new employee joins after the Time data Cut-off dates(21^st Dec to 20^th Jan) then the payroll should not be executed for that particular employee in that month (in our example it is January 2016).

Kindly help with alternate solutions, really need assistance here!
